Athens Borough Police Department - Athens, Pennsylvania


Our department is comprised of a total of eight employees, including: a chief of police, six patrol officers and a civilian administrative assistant. A list of our employees, including their bios and e-mail addresses, follows below.

CHIEF CHRISTOPHER J. HUTCHINSON

Chief Chris Hutchinson has served the department since March 1991 and was promoted to the rank of Chief, July 21st 2003. Chief Hutchinson is a veteran of the U.S. Army where he formerly worked as a military police officer. Chief Hutchinson is the departments Field Training Officer, and serves as its Firearms, Expandable Baton and Chemical Agent Instructor. Chief Hutchinson is a graduate of PennState University's Posit and Polex supervisory training programs. Chief Hutchinson is also a graduate of Northeast Bradford High School, Rome, PA and attended the Municipal Police Officers' Basic Training Course at the Northeast Training Center, Forty Fort, PA.

PATROL OFFICER JAMES C. WILBER

A retired 20-year veteran of the U.S. Air Force where he formerly worked as a military police officer, Ofc. Jim Wilber has served the department since July 1989. Ofc. Wilber earned a bachelor's degree in criminal justice from the State University of New York, Utica-Rome. He completed his Municipal Police Officer's Basic Training Course (Act 120) at the Allentown Police Academy, Allentown, PA. In addition to his School Resource Officer (SRO) duties, Ofc. Wilber serves as the department's D.A.R.E. Instructor and Crime Prevention Officer. As the SRO, Ofc. Wilber is responsible for the physical safety and security of the students, staff, and facilities at the Athens Area School District schools located within Athens - the Athens Area High School, where his is permanently stationed and the Main Middle School. He is a member of the Pennsylvania D.A.R.E. Officers' Associations. Ofc. Wilber is a graduate of Wellsboro High School, Wellsboro, PA.

PATROL OFFICER TIMOTHY R. CAHILL, JR.

Also a graduate of Mansfield University's Municipal Police Officers' Basic Training Course, Ofc. Tim Cahill has served the department since May 2000. Prior to joining the department, Ofc. Cahill worked as a security officer for a private firm. In addition to his patrol duties, Ofc. Cahill serves as the department's Information Technology Officer and Computer Crimes Investigator. He is also a member of the Executive Committee of the Pennsylvania Law Enforcement Management Information System (PA-Lemis) User's Association where he serves as the Association's East Regional Delegate. Ofc. Cahill attended Corning Community College, Corning, NY and is a graduate of Athens Area High School.

A graduate of Mansfield University where she received a bachelor's degree in criminal justice, Ofc. Beth Race has served the department since July 2001. Ofc. Race also completed her Municipal Police Officers' Basic Training Course at Mansfield University. Prior to joining the department, she worked as a crisis intervention worker and formerly as a social worker for abused and neglected children. In addition to her patrol duties, Ofc. Race, a certified EMT, serves as the department's First Aid, CPR and AED Instructor, as well as the department's Sexual Assault Investigator. She is a graduate of Northeast Bradford High School.

A graduate of Waverly Senior High School, Ms. Vicki Kraft has served the department since December 1999. In her capacity as Administrative Assistant, Ms. Kraft serves as the department's Receptionist and Records Clerk.
